English Learner Advisory Council (ELAC)

Schools with 21 or more English Learners, not including Reclassified English Proficient (RFEP) students, are required to establish an ELAC.  The English Learner Advisory Council (ELAC) is a advisory council that provides the SSC with recommendations regarding:

  • programs and services for English Learner students based on academic performance data and parent and family engagement.
  • advise on the development of the SPSA
  • advise on the efforts to inform parents on the importance of regular school attendance

The minimum number of members required for the Council will be based on the number of English Learners in a school. Parents and guardians of English Learners, not employed by the District, must constitute at least 51% of the ELAC membership.

Meetings are typically held on the third Wednesday of the month in the Parent Center at 8:30 a.m. and are open to the public. Please check the school calendar to confirm each meeting date, time and location.

The School Site Council (SSC) is the decision making council at Mountain View Elementary.  The Council is responsible for developing, approving and annually revising the Single Plan for Student Achievement (SPSA). The Council ensures that Federal parent and family engagement mandates are met. The Council also oversees the site-based budgeting of various school funds.

The Council is comprised of an equal number of school employees and parents who are elected to represent various stakeholders. Specific tasks of the SSC are to:  review and analyze student data, approve the annual school site budget, monitor the implementation and effectiveness of the academic plan on an ongoing basis.

Meetings are typically held on the third Thursday of the month in the Parent Center at 2:40 p.m. and are open to the public. Please check the school calendar to confirm each meeting date, time and location.

Local School Leadership Council

The Local School Leadership Council (LSLC) program was created in 1989. It is a shared decision-making body composed of elected parents/community members, and school personnel. The Council allows parents, teachers, other school staff members to contribute to planning that affects their school.

LSLC’s primary purpose is to influence the budgeting of funds titled 4170, but it is also in charge of event scheduling, student discipline guidelines and guidance for school equipment rentals.
